They may be waiting for other family members who are shopping, or they may be acting as "motorcycle taxis" for shoppers. In some parts of Southeast Asia, men with motorcycles offer rides for fees to local pedestrians. This is generally safe and legal in areas where bicycle taxis operate. Shoppers will patronize the same taxis regularly and become familiar with the drivers.
